The City of Winnipeg Water and Waste Department is seeking a consultant to provide professional engineering services to rehabilitate the West Perimeter Force Main river crossing using CIPP lining methods and to abandon the old Crescent Drive Interceptor river crossing. The scope includes project management, preliminary engineering, a 30% technical memorandum, 66% and 99% design and specification development, procurement and tender support, non-resident and resident contract administration, and project close-out deliverables including record drawings, a post-installation summary report and a project close-out presentation; the proponent must include a $15,000 additional work allowance for unforeseen engineering/design work and comply with the City’s Project Management Manual and templates. The work requires coordination of permits and notices (City waterway permits, Water Resources Administration Act, DFO, MTI, Environmental Act NoA and potential Heritage Resource Impact Assessment), scheduling for regulated shutdown/isolation of major sewer river crossings, confined space entry arrangements, CIPP-specific CAD/GIS drawings and monthly progress and cost-to-complete reporting; available funds for the contract are $170,000.
