Tender: Design and Implementation of Integrated Safety and Psychological Health Management System for WCB (Manitoba)
Released about 2 months ago
About
The Workers Compensation Board (WCB) is seeking a delivery partner to design, develop, document and support implementation of a comprehensive integrated Safety and Health Management System (SMS), including Psychological Health and Safety (PHS), aligned with The Manitoba Workplace Safety and Health Act, CSA Z1003 and recognized industry standards. The engagement will follow a Plan-Do-Check-Act (PDCA) model and deliver a scalable, sustainable system embedded into WCB processes, leadership and culture. Services include a legislative compliance gap analysis and register, governance and accountability frameworks, leadership alignment and strategic planning, physical and psychosocial hazard identification and risk management, incident investigation and corrective action processes, stakeholder consultation and culture development, role-specific training and competency frameworks, PHS integration into HR and return-to-work processes, and performance measurement with KPIs, dashboards and continual improvement tools. Deliverables are implementation-ready and editable in Microsoft Office and include assessment reports, policies, procedures, governance frameworks, training materials, an integrated 12-month implementation roadmap, a multi-year maturity roadmap and a final integrated documentation package. The contractor must provide a blended Canadian-based team with subject-matter experts, perform services onsite at WCB facilities as required, provide draft deliverables for WCB review, maintain workers compensation coverage for workers providing services in Manitoba, and demonstrate relevant experience and client references; the initial period is expected to be one year with a preferred October 2026 start and an option to extend up to six months.
This tender is well suited to consulting firms with proven experience delivering integrated SMS and PHS for public-sector, Crown or regulated organizations and familiarity with Manitoba workplace legislation and CSA Z1003; key considerations include the requirement for onsite work in Manitoba, strong governance and change-management capability, provision of editable MS Office deliverables, demonstration of recent comparable projects and readiness to meet the expected October 2026 start and one-year term while ensuring required workers compensation coverage.
