Tender: CPA Joint Appointee — GRSFA Financial Review and Compliance Reporting (Fiscal Year 2025–2026)
Released about 2 months ago
About
The Ministry of Indigenous Affairs and First Nations Economic Reconciliation, together with Ontario First Nations (2008) Limited Partnership (OFNLP2008), is seeking a Chartered Professional Accountant (CPA) to serve as the Joint Appointee under the Gaming Revenue Sharing and Financial Agreement (GRSFA). The role covers the Joint Appointee responsibilities for each fiscal year within the agreement term, including Fiscal Year 2025–2026, and involves reviewing and reconciling historical outstanding reports, supplemental reports, and reports submitted following the 2024 JA Report. The Joint Appointee will conduct independent financial reviews and prepare compliance-related reports based on financial statements, reports and other information submitted by OFNLP2008 and the participating First Nations Limited Partners, assessing compliance with Article 5 reporting requirements and Article 4 use-of-funds requirements through reasonable inquiries (the engagement is not a full audit or independent verification). The appointee must not be employed by the Province of Ontario, the Ontario Lottery and Gaming Corporation (OLG), OFNLP2008, OFNLP, or any First Nation in Ontario, must meet the GRSFA qualifications, and will deliver services primarily remotely across Ontario beginning November 2026 in alignment with the GRSFA reporting cycle.
This opportunity is suited to independent CPAs or accounting firms able to meet the GRSFA qualification and independence requirements. Key considerations include the independence restriction from listed entities, the need to review historical and supplemental reports rather than perform full audits, and availability to provide primarily remote services starting November 2026.
