The Correctional Service of Canada is seeking an e-commerce supplier to establish a free, centralized business account to provide pre‑approved inmate personal property items to all CSC institutions. The supplier must offer a 24/7 platform that permits browsing and transactions only by authorized users with unique usernames and passwords, maintain detailed order history and shipment tracking, accept credit card payments, provide bilingual (English/French) customer service by email and toll-free telephone, and support returns and replacements for items in the approved Annex 1 list. Deliveries to all listed CSC institutions must meet a maximum standard delivery period of 14 calendar days, with contingency handling for remote sites and institutional lockdowns; the supplier must also supply an Account Manager to configure accounts and admin/end-user profiles, create bilingual training materials, and provide CSC administrative access and real-time reporting through a secure portal. Suppliers must have operated an e-commerce business for at least five years, maintain order-management and tracking systems and reporting capabilities (including weekly sales and returns reports), perform work at their place of business, deliver work in both official languages, and note that the agreement is funded by inmate purchases (no payment by CSC) for a one-year term.
