About

The Department of Environment and Climate Change, Parks and Trails Branch is seeking a supplier for construction services to build a new washroom building at Winnipeg Beach Provincial Park Campground, Manitoba, as described in Section 1 of the RFP Particulars (Appendix 3). Procurement and Supply Chain is administering the RFP on behalf of ECC and invites General Contractors to submit proposals under Project No. 2026-69-WBWB-P; the RFP Contact is Li Li (bids@gov.mb.ca). The Buy Manitoban Buy Canadian (BMBC) Policy applies and preference may be given to Manitoban or Canadian vendors, Canadian content, and Canadian-produced materials; contractors must collaborate with Manitoba to identify Canadian alternatives where non-Canadian products are proposed and substantiate any cost variances. The work site will be partially occupied during construction and the park is approximately 80 km north of Winnipeg via Highway 8. An optional site visit is scheduled for October 7, 2026 at 10:00 AM (meet at the existing washroom prior to 10:00 AM) and proponents must pre-register by 3:00 PM on October 6, 2026 by email to bids@gov.mb.ca. Questions are due October 16, 2026 (submit to bids@gov.mb.ca) and final proposals must be uploaded through MERX by October 27, 2026 at 4:00 PM CDT; proponents must not contact Manitoba representatives other than the RFP Contact.
