Tender: Coastal Imaging and Habitat Classification Services for Canadian Coasts – DFO Standing Offer

The Department of Fisheries and Oceans Canada (DFO) is seeking a supplier for a Standing Offer to design, implement, review and maintain coastal imaging and habitat classification data and products for all Canadian coasts. The contractor will conduct aerial imaging (stills and video), ground-truthing surveys, process aerial imagery into open-source data products, characterize and map shoreline and nearshore attributes, identify and characterize biologically significant species and habitats, and develop databases, indices (including wave exposure and oil residency indices) and final reports to support shoreline classification, species and habitat vulnerability assessments, the Ocean Protection Plan and spill response planning. Canada intends to award one Standing Offer to a qualified supplier for work under the Statement of Work Annex, with the Standing Offer period running from issuance until September 30, 2031; work excludes locations within Yukon, Northwest Territories, Nunavut, Quebec and Labrador that are subject to Comprehensive Land Claims Agreements (those areas will be procured separately). This requirement is subject to WTO-AGP, CETA and CFTA.
