The City of Winnipeg is seeking a consultant to deliver a city-wide Community Energy Systems Study to identify, evaluate and prioritize opportunities to advance low‑carbon community energy systems and provide practical, evidence-based direction for future energy planning. The scope includes project management and scheduling, stakeholder and Indigenous engagement guided by a distinctions-based approach, an equity impact assessment, priority-area geospatial analysis, baseline energy demand modelling across scenarios, a policy, regulatory and governance review, market research on awareness and industry readiness, assessment and advancement of implementation mechanisms, municipal policy and by-law recommendations, and a final integrated study with supporting reports and digital deliverables provided in accessible Word and PDF formats (with underlying Excel and GIS files as required). Deliverables must follow the City of Winnipeg Project Management Manual and templates, and the contract budgeted funds available are $200,000.

This tender is well suited to consulting teams with experience in low‑carbon energy planning, GIS priority-area analysis, equity and Indigenous engagement, policy/regulatory review and stakeholder engagement. Key considerations include the city-wide scope and multiple technical and engagement deliverables within a $200,000 budget, the explicit exclusion of detailed engineering or capital design work, and the requirement to adhere to the City’s project management, reporting and accessible deliverable standards.
