City of Winnipeg is seeking a contractor for the provision of building cleaning services at various City of Winnipeg facilities (labour only on an hourly basis) for the period February 1, 2027 to January 31, 2029, with the option of three mutually agreed one-year extensions. The City will supply and maintain all cleaning supplies and will provide a work schedule showing dates, times and the number of labour hours required for each location. Extensions may be negotiated within 90 calendar days prior to contract expiry and changes from negotiations become effective January 1 of the respective year; any contract changes require written approval by the Contract Administrator. The City may participate in collaborative procurement and extensions may not be exercised. Work under the contract is subject to annual Council budget approval (monies have been approved through December 31, 2027); if Council does not approve funding, the City may alter the work or terminate the contract with 120 calendar days written notice with no claim for damages. Operational changes may also alter work or add/delete locations with 30 calendar days written notice with no claim for damages. If the Province of Manitoba increases its minimum wage during the contract, the City will adjust the hourly rate by the legislated increase plus payroll costs on that increase.
