In brief

  • Bids due Nov. 25 via MERX for CTIC-P at CFB Esquimalt, British Columbia.
  • Contractor must hold a Secret-level facility security clearance under PSPC’s Contract Security Program.
  • Competition uses open bidding under CFTA, CETA Chapter 19 and WTO-GPA.

Defence Construction Canada is seeking design-build teams to deliver the Combat Training and Integration Centre Pacific (CTIC-P) at CFB Esquimalt, with bids due Nov. 25, according to a notice on CanadaBuys.

The request for proposals uses a modified design-build approach to deliver the facility. Proposals must be submitted through the MERX Electronic Bidding System and the contractor will require a Secret-level facility security clearance.

The RFP lists required staffing classifications and hourly-rate line items, including architects, structural, mechanical, electrical and civil engineers, BIM specialists, technologists, project management, superintendent, Indigenous relations coordinator, industrial security manager and commissioning manager. It also sets maximum upset fees, travel cost allowances and a design-builder mark-up.

The competitive open-bidding solicitation is conducted under the Canadian Free Trade Agreement, CETA (Chapter 19) and the WTO-GPA. Bids close on Nov. 25 and the procurement is not a panel.
